LETTER OF AGREEMENT
between
AMERICA WEST AIRLINES, INC.
and the
FLIGHT ATTENDANTS
in the service of
AMERICA WEST AIRLINES, INC.
as represented by the
ASSOCIATION OF FLIGHT ATTENDANTS
AFL-CIO
Satellite Bases and Lines
THIS LETTER OF AGREEMENT is made and entered into in accordance with the provisions of the Railway Labor Act, as amended, by and between America West Airlines, Inc. (hereinafter referred to as the "Company") and the FLIGHT ATTENDANTS in the service of AMERICA WEST AIRLINES, INC., as represented by the ASSOCIATION OF FLIGHT ATTENDANTS, AFL-CIO (hereinafter referred to as the "Union").
A.
ESTABLISHMENT OF SATELLITE BASES AND LINES
1. The Company may establish Satellite Bases and construct Satellite Lines of time in accordance with the provisions of this Letter of Agreement. Satellite Lines shall be lines of flying whose pairings originate and terminate at a location other than a main base. A Flight Attendant holding a Satellite Line will report for her/his trip(s) at the Satellite location. The Company and the Union shall mutually agree on the establishment of Satellite Bases at locations other than LAS and CMH.
2. Satellite Lines will not exceed five (5) percent of the total system wide flying. This percentage may be increased or decreased by mutual agreement of the parties.
B. BIDDING FOR SATELLITE LINES
1. Openings for Satellite flying will be posted quarterly. A Flight Attendant who is interested in flying a Satellite Line must notify the Company two (2) bid periods in advance of the effective date of the Satellite Base bid. The Company will only build lines for the number of Flight Attendants who notify the Company of their intention to fly out of a Satellite Base.
2. A Flight Attendant awarded a Satellite Base must fly the lines for a minimum of three (3) bid periods. A Satellite based Flight Attendant who no longer wants to fly out of the Satellite, must provide the Company a minimum notice of two (2) bid periods of her/his desire to leave the Satellite.
3. Satellite Lines will be awarded in seniority order from those eligible Flight Attendants who submit a Satellite Base bid.
C. RESERVE COVERAGE
1. Reserve lines may be built by the Company for the Satellite location. Reserves may be assigned to cover trips from the Satellite location or from their main base. Reserve trips covered from the main base will be pursuant to the terms of the Basic Agreement, except as provided in this Letter of Agreement.
2. The Company may continue the assignment of LAS and CMH Reserves in accordance with Letter of Agreement # 6.
3. Flight Attendants in the LAS and CMH Reserve programs shall not be displaced by Flight Attendants bidding a Satellite Base. These Reserve Flight Attendants may be utilized for Reserve coverage at the Satellite Base.
D. DPU/TRADES
1. A Flight Attendant awarded a Satellite Base may DPU and trade in accordance with the provisions of Section 7, Scheduling, of the Basic Agreement. However, a Flight Attendant who picks up a trip from COT, trades a trip with COT, or trades a trip with another Flight Attendant shall not be paid for positioning to or from that assignment, nor is the Flight Attendant entitled to a hotel at that location.
E. GENERAL
1. Except as provided for in this Letter of Agreement, in the Basic Agreement: Section 21, Furlough/ Displacement/Recall, Section 22, Filling of Vacancies, Section 24, Moving Expenses, and Letter of Agreement #6, the term "Domicile" shall also apply to the term "Satellite Domicile."
2. A Flight Attendant who flies a Satellite Line will bid and be awarded her/his vacation group(s) at her/his main domicile.
F.
SATELLITE BASE REVIEW
1. This Letter of Agreement shall be in effect for a minimum of six (6) months, effective with the commencement of Satellite flying.
2. Prior to the end of the initial six (6) months of Satellite flying, the Company and the Union shall meet to discuss possible changes in Satellite flying. All changes will be by mutual agreement.
This Letter of Agreement shall be effective on the date of signing and shall remain in full force and effect concurrent with the Basic Agreement.
