SECTION 23 - TEMPORARY DUTY (TDY)
A. FILLING TDY ASSIGNMENTS
1. A temporary duty assignment (TDY) is an assignment to perform
Inflight duties at a location other than a Flight Attendant's domicile. Temporary duty
assignments shall be for a period of no more than (30/31) days.
2. The Company shall post announcements of TDY openings in the regular
bid packet for bidding system wide. For TDY openings within the contiguous United States,
if there is a staffing overage in a domicile(s), the Company may, with prior written
notice to the Union, elect to post the TDY openings only at the domicile(s) where such
overage exists. The Company shall provide the following information about each TDY
assignment:
- Number of projected TDY positions available;
- Location of TDY assignment(s);
- Report date for TDY assignment(s);
- Projected length of assignment(s);
- Type of flying at the TDY assignment; and
- Date, time and location where TDY bid awards will be posted.
- Filling of the assignment shall be on seniority basis from among those available and
qualified to bid (i.e., equipment, language).
- If the TDY bid is not included in the regular bid packet, such bids must be
posted by the Company as soon as practical, and for no less than seven (7) days.
- TDY bid awards will be posted within twenty-four (24) hours of bid closing but not less
than seventy-two (72) hours before the start of the TDY assignment unless the Company is
precluded from doing so due to circumstances beyond its control.
- If an insufficient number of qualified Flight Attendants bid for the available TDY
assignment(s), the Company shall assign Flight Attendants to fill the positions in inverse
seniority order either by system seniority or by seniority within the domicile(s)
selected, based on staffing. No Flight Attendant may be assigned to temporary duty for:
- More than two (2) consecutive months;
- More than two (2) months in any twelve (12) consecutive months.
- As an exception to Paragraph A.5.b. of this section, when all Flight Attendants have
been assigned on two (2) occasions in any twelve (12) consecutive months and when
operational needs require additional TDY assignments, the Company may reassign Flight
Attendants in inverse seniority order.
- A Flight Attendant who is projected to be unavailable for any portion of the TDY
assignment because of personal AUTO, leave of absence, OJI, training, or sick leave she/he
will not be qualified for a TDY assignment.
B. TRAVEL
- A Flight Attendant may be required to work the trip to her/his TDY assignment or to work
the trip back from her/his TDY assignment. To the extent the Flight Attendant works an
International flight(s) to and/or from her/his assignment, she/he shall receive one (1)
extra day off for each International flight(s) worked, in addition to the days provided in
Paragraph E.3., below. The extra day(s) off shall be in addition to the monthly minimum
guaranteed days off, as provided in Section 7, Scheduling and Section 5, Hours of Service.
- If a Flight Attendant has been junior assigned to a TDY assignment for two (2)
consecutive months, the Company shall provide a Flight Attendant with round-trip positive
space transportation back to her/his domicile, or at the Flight Attendant's option, to any
other destination on the Company's route system. A Flight Attendant is eligible for this
benefit after the first month TDY assignment.
C. VACATIONS
1. If a Flight Attendant is scheduled for vacation during the term
of the TDY, she/he shall not be allowed to take her/his scheduled vacation and shall have
the following options:
a. Receive vacation pay when she/he returns from TDY on the paycheck
containing the pay exceptions for the applicable calendar month;
b. Reschedule her/his vacation, if vacation slots are available;
c. Trade vacation period(s) with another Flight Attendant;
d. Receive vacation pay for the unused vacation on the paycheck
containing the pay exceptions for the end of that calendar year if she/he cannot trade or
reschedule her/his vacation by the end of the year; or
e. Receive vacation pay on the paycheck when exceptions are processed
at any time after returning from TDY through the end of the calendar year during which the
TDY occurred.
D. EXPENSES
1. A Flight Attendant on a TDY assignment shall be paid
forty ($40.00) dollars per day for each day of the TDY assignment.
2. A Flight Attendant may request and shall receive an advance on
her/his expenses prior to departing from her/his domicile for any TDY assignment of seven
(7) days or more. Such a request must be made in writing to Payroll at least five (5)
business days before the scheduled departure, when possible.
- The Company shall pay necessary laundry and cleaning expenses, supported by receipt(s),
for uniforms and personal clothing for Flight Attendants on a TDY assignment of seven (7)
days or more. The Flight Attendants shall be paid on the paycheck that contains the pay
exceptions for the month following the submission of the expense.
E. GENERAL
- All lodging, including accommodations that are provided by an entity other than the
Company (e.g., charter company), during a TDY assignment shall be selected in accordance
with the provisions of and shall meet the standards set forth in Section 12, Crew
Accommodations.
- Where logistically feasible, the Company shall arrange to deliver paychecks to Flight
Attendants at their TDY location on the same days of the month as they would receive them
at their home domicile. If a Flight Attendant normally receives her/his paycheck through a
direct deposit to her/his checking account, she/he may elect to continue the direct
deposit or to receive the actual paycheck(s) at the TDY location.
- When a TDY assignment is seven (7) days or more, a Flight Attendant shall be guaranteed
one (1) day off prior to departing for a TDY assignment and one (1) day off upon her/his
return from a TDY assignment. These guaranteed days off may be counted toward the minimum
monthly guaranteed days off as provided in Section 7, Scheduling and Section 5, Hours of
Service.
- If multiple crews are assigned to a TDY assignment and one crew is required to work to
the TDY location, the deadheading crews shall be first assigned for duty at the TDY
location.
- A Flight Attendant who becomes seriously ill or suffers an injury while on a TDY
assignment shall be covered by the provisions of Section 15, Sick Leave or Section 17,
OJI.
